What is the best way to safely handle off leash dogs when they approach me and my dog? ?

I take daily morning walks with my German Shepherd around my neighborhood and now more than ever I am running into off leash dogs (most large and scary). Its becoming a nightmare to go out on a walk. So far I have not been bitten (or my dog) thanks to many on lookers offering assistance. Any suggestions that have worked for others?
