Possibility to build a transmitter of an invisible barrier "type of Containment System mobile phone company?

I have a model by Innotek is that I can use to keep my cat in the house. These things are expensive and do not think the model is an optional Remote Control. You can get an option "Disc" transmitters, but are "always on" perimeter control units of type. Is it possible to build a remote control? I guess would be similar to the construction of a transmitter of something like a garage door, etc. Thanks for any help!
